California's oil and gas well stimulation bill (SB4) is not adequate to protect public health. Regulation of fracking is insufficient to mitigate its risks because the impacts of fracking on the subterranean geological landscape are not controllable. Unintended methane emissions have been documented due to migration of gases into aquifers through unseen cracks and fissures in the rock surrounding the wellbore in ways that no cementing and casing protocols can prevent. Such extremely complex and dangerous industrial activity has no place in a densely populated area like Los Angeles County.
